 |  | | We are continuing to see poor planning, design and construction of low vlume roads. This road was surfaced with a prime coat and chip seal by a developer last year- and is failing this year! |

|  |  |  | | This road is an extreme contrast. It is in northeast Hand county, just south of Rockham, SD, and has performed for 40+ years without rehabilitation. |

 |  | | Here is part of the reason: deep, good quality base gravel on a very sound subgrade. You cannot break basic rules of planning, designing and construction of roads and get long-term performance. We hope this brief photo log will help our viewers understand these principles. |
